Terminal server must be in install
If applications are being installed using the Install Application on Terminal Server wizard via the Control Panel then the operating mode is automatically switched to Install mode during installation and then back to Execute mode on completion. If an installation needs to be performed from the command prompt the mode can be changed using the switch user command. The following example switches to Install mode, performs the installation and then reverts to Execute mode:.
To install an application for Terminal Services invoke this tool by clicking on the icon. We recommend that you install the Terminal services role before you install programs that will be available by using Terminal Services.
If you install the Terminal Services role after you install a program, the program may not work correctly in a multiple user environment. In this scenario, uninstalling and reinstalling the affected programs can resolve the issue. You must put a Terminal Services server in Install mode to install or remove programs on the server. The Install application on the Terminal Server tool is available when you install the Terminal Services role.
The Install application on the Terminal Server tool switches the Terminal Server server to Execute mode when the installation is complete. You can also use the change user command to switch a Terminal Server server into Install mode. To switch a Terminal Services server into Install mode, follow these steps. If you installed a program before you added the Terminal Services role, the system was not "listening" to the registry writes of the installation and the registry entries were not written to the correct user registry keys.
